Progress at last!

The Working Group has met, and:
·         agreed to secure the Bus Barns in anticipation of work commencing
·         considered a draft brief prepared by Urban + for the Bus Barns upgrade. and agreed that this would provide a good basis for the work. The Brief will be finalised in October after consultation with the Bus Company
·         considered an outline for the Housing Brief. ECB will have input into this. We are keen that HCC housing policies are recognised and the opportunity to provide a sustainable, ecologically sound and attractive project is taken. The brief will be agreed in October.

Council Decides on Korohiwa

Council accepted the recommendations of the Strategy and Policy Committee on Korohiwa. Council Resolution Minute No. C 080232(2) 

can be viewed in full at http://www.huttcity.govt.nz/upload/Calendars/3429/resolutions.pdf                                            We now await the decision of the Community Plan Committee (CPC) which determines the actual allocation of funding. This is crucial and we will advise this as soon as we know it.

 

A SUMMARY OF COUNCIL DECISIONS JUNE 3 2008

This Council meeting approved almost all recommendations of its committees including the Strategy and Policy Committee recommendations on Korohiwa. We will advise a link to the Resolutions when they are available.  
 
KOROHIWA
Basically most of the ECB report with its recommendations on the “Footprints” was approved. Reasonable funding identified by staff to implement the report was also endorsed. Officers have been directed to start implementing the report. This includes a direction to consult with ECB in preparing the comprehensive plan and all its components. So this can be considered a reasonably good outcome.
 
I re- stated quite clearly the community viewpoint on the sale of any land. However the council voted to sell the housing land [Footprint 2] to Urban + the Council’s independent company set up to administer such property. The sale is expected to occur by Christmas with a brief for housing to be agreed by ECB, Urban + and Council. However, what happens with Urban+ within their Statement of Intent and the joint brief on housing is yet to be tested.
 
Final decisions on all council funding go to the Long Term Council Community Plan [LTCCP] Committee which is council as a whole. The $500, 000 for starting restoration of the bus barns should now be carried over with funds allocated from rentals for finishing the refurbishment. Other funds are identified for completing the Korohiwa Comprehensive Plan and starting its implementation. The sale of the land on Footprint 2 is expected to contribute to expenditure at Korohiwa and possibly elsewhere in Eastbourne.
 
The originally proposed working party from ECB with HCC senior staff is to be augmented with the Mayor or Councillor Bassett when the Mayor is not available. The working party will be busy; it is to report on a quarterly basis to council.

Eastbourne Bus Garages - Proposed for Historic Place Registration

The ECB has supported the Historic Places Trust recommendation that the Eastbourne Bus Barns should be registered as a Category II historic place. The Board recognises that this is a significant heritage building in Eastbourne. The Eastbourne library holds the magazine "NZ Memories". Issue 54 June/July 2005 contains a fascinating article on "Memories of Eastbourne Omnibuses".

By a majority vote on 16 May 2006 the council decided that the decision to retain or abolish the Bus Barns should go through the proper process set out in the Resource Management Act. Council's decision to sell 11 sections for prestigious houses is therefore on hold.

Background

The area at the south of Eastbourne, Korohiwa, has been the subject of some controversy. The decision by Hutt City Council several years ago to remove the existing houses, demolish the bus barns and sell the land caused an outcry in our community. The bus barns now have a Historic Places Trust classification and Council has accepted that they should be preserved and has set aside $500,000 to retain and develop the building, depending on a comprehensive plan for the building and surrounding land to Burdans Gate 2. The Council has asked the Eastbourne Community Board and Council officers to report by 31 March 2008 on a proposal to develop the whole of the Korohiwa site. ECB is pleased to have the opportunity to do this, as it is in line with the improved attitude of Council towards community consultation. Note that although we can only recommend and Council has the final say, Council must give the views of our community serious weight.
