District Plan Review- ECB’s Submission
Following meetings with public and officials ECB has responded to Council’s booklet, Greater Housing Choice, available in the library. Our submission supports in principle most of the proposals for modifying the District Plan. We consider that there needs to be more clearly defined policies for:
• earthworks/building on hillsides
• building on the coastal escarpment at the bottom of cliff faces
• a 7 metre height limit
• Council developing design guides.

Further consultation will occur. Remember, you may want to make changes - It’s too late when the bulldozers arrive.
Access to Eastbourne
At our last meeting we received a report from the Council roading engineers. We have agreed on changes to the pedestrian crossing near the Day’s Bay cafes which will make it safer for pedestrians and help traffic movement. The Board also accepted the offer for a special independent review of road usage to be reported later this year. We will be taking into account the views of the public but we need a better system than counting one individual as the same as one Residents Association. There may be no simple answer to this complex question.
Whiorau Reserve – Lowry Bay
A Board working group with local residents associations, the Council manager and community constable has met overlooking the reserve to consider short and long term developments. Short term restraints are being put in place to minimise disturbances from “boy racers”. Long term the associations are asking their members as a first step, to respond to possibilities for the uses of this public reserve.
Korohiwa What’s happening?
ECB’s report was largely accepted by Council but like all high expenditure items it had to go through many required hoops. The funding and implementation is now approved with a Korohiwa Project Management Group which includes two representatives from ECB. This process has been long and frustrating for the Board and others but we can now start to get implementation underway; it will take work.
